Europe experienced widespread relief on Monday, as the diplomatic emergency triggered by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The sequence of conflicting incidents captured the grim essence of the outgoing year. By day, political struggles are waged: positive announcements are issued from multiple capitals. Considerable effort is allocated on managing certain initiatives. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is able to track missile launches from enemy soil, a capacity afforded by up-to-date information. From observation points, Ukrainian air force fighter jets that had been scrambled to counter approaching guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.
Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a hostile projectile. This was a modern interception technology at work, probably provided by allied countries. Every deployment shakes the surroundings, causing tremors. The brief panic quickly gives way to sober acceptance: maybe the approaching threat won't cause damage this time, sparing the city from catastrophe and additional electricity failures.
Ongoing Risks
Following this, a large-caliber weapon fired at a drone somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.
Periodically, this persisted until dawn. Kyiv faced the daybreak reports: several casualties, devastation and utility failures in many homes as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day encapsulated Ukraine's vital need on international aid – a dependence that regional partners are demonstrably unable to replace in the immediate future.
Failed Diplomacy
The comprehensive proposal from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new approach from American administration adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This trend will, certainly, endure.
Political Considerations
It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington functions according to a assumption familiar among experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to relinquish the territory that it presently holds in Ukraine's occupied territories.
The issue is that while accepting these circumstances, Washington does nothing to discourage Russia, through statements or actions, from believing that the situation will not evolve additionally in its benefit in the months ahead.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their motivation to sign a deal that does not give them the maximum possible gain is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing people and territory but preventing a complete military breakdown until situations evolve in its benefit.
Present Conditions
Objectively, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their objective will now be significantly challenging after recent developments, it remains very improbable that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a mere seven days to terminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new proposals based on established approaches are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
